JAMMU: A delegation of 20 diplomats from different countries is scheduled to visit Jammu and Kashmir on February 17 and 18 on the invitation of the Union Ministry of External Affairs in coordination with the union territory government.
This will be the fourth diplomatic troupe visiting J&K after the erstwhile State was divided into the two UTs of J&K and Ladakh and its special constitutional status was withdrawn through a Parliamentary legislation and Presidential order on 5 August 2019.
While the first delegation of the Members of the European Parliament experienced a passage to the valley in October 2019, a group of 16 envoys visited J&K in January 2020. It was followed by another delegation of 25 foreign diplomats, including the ambassador of the United States of America, in February 2020. Exactly a year after, the fourth such troupe is now visiting to see the ground realities on the other side of India’s bad press overseas.
According to official sources, some of the diplomats would be from the P-5, the European Union countries, the African Union countries and also the Organisation of Islamic Cooperation (OIC) countries. After a visit to the valley on February 17, the foreigners are scheduled to meet a number of the political, trade and civil society delegation in addition to the government functionaries in Jammu on February 18.
India has been at the receiving end of a concerted campaign through the international media over its actions and interventions in Jammu and Kashmir in August 2019 and thereafter. Most of the newspapers and television channels from Europe to America have been subjectively critical of the Indian actions, claiming that “a repressive regime” had aggressively imposed a lockdown, curtailed freedoms, and violated human rights by way of detaining “thousands” of the mainstream opposition as well as the separatist leaders and activists.
All the 100-odd mainstream leaders and activists, detained in and after August 2019, have been released from time to time in the last one year. Some of them on different occasions have alleged that they had been confined to their homes and prevented from visiting certain places. Of them, at least three have been rearrested for questioning in a criminal matter and the PDP youth leader Waheed-ur-Rehman Parra has been arrested for his alleged involvement in another criminal case.
On the political front, the Government wants to showcase the elections for the Block Development Councils (BDCs) and the District Development Councils (DDCs), all after abrogation of Article 370 and 35-A in August 2019, and for the first time in Jammu and Kashmir. The elections for DDCs in all the 20 districts have been held with a high voter turnout in November-December 2020.
All the political parties, including National Conference (NC) and PDP, who have been struggling for restoration of Article 370, have participated in the DDC elections and hailed the same as a clean democratic exercise.
While all the higher education institutions have opened in the valley after a year-long Covid-19 recess, all the elementary and high schools are scheduled to open on 1 March 2021. Early this month, the authorities have also restored the high-speed 4G internet services across Jammu and Kashmir after 550 days-something widely appreciated by the world including the USA Government.
On the counterterrorism front, the Government has continued a crackdown and neutralised around 300 armed militants. The authorities have captured about 20 militants alive during the encounters.
However, the Government has been facing allegations of ‘fake encounter’ with regard to its claim of the death of three ‘militant associates’ at Lawaypora. Previously, the claim of the killing of ‘three militants’ has been proved wrong and all the three youths killed at Amshipora Shopian have turned out to be innocent and uninvolved civilians. Legal proceedings in that matter are underway after the Police having filed its charge sheet against an Army officer and two local counterinsurgents.
This kind of a fake encounter has been reported in Jammu and Kashmir for the first time after a similar incident had been reported in Kupwara in May 2010.
Authoritative sources say that the foreign diplomats would receive a detailed briefing on the counterinsurgency and the law and order front at headquarters of 15 Corps in Srinagar. They are also scheduled to interact with senior and middle-ranking Police and civil officers, both in Srinagar and Jammu.
The diplomats would be meeting with around 30 political and civil society delegations, including a number of the elected members and chairpersons of the Panchayati Raj Institutions, BDCs, DDCs, Urban Local Bodies and traders.
A group of select mediapersons is also being invited for an interaction with the foreign diplomats. Sources in the BJP, the Congress party and Apni Party confirmed their meetings with the diplomats. However, it was not immediately clear whether any meeting had been fixed with the NC and the PDP leaders.
Members of the delegation are likely to conduct a brief visit to Baramulla and Gulmarg besides visiting the Hazratbal shrine and enjoying a Shikara ride on the world-famous Dal Lake in Srinagar.

JAMMU: The Jammu and Kashmir Government on Tuesday sanctioned the transfer of functions and functionaries regarding several divisions of Jal Shakti Department to Urban Local Bodies (ULBs) as mandated under 74thConstitutional Amendment.
In this regard an order issued here by the Jal Shakti Department accorded the transfer of Jal Shakti (PHE) City Division-I Jammu, Jal Shakti (PHE) City Division-II Jammu, PHE Mechanical Division North Jammu, PHE Mechanical Division South Jammu and Mechanical Urban Circle, Jammu to Jammu Municipal Corporation (JMC) for Operation & Maintenance (O&M) of water supply schemes and allied infrastructure within the jurisdiction of Jammu City along with posts of permanent officers and officials, funds etc.
Similarly, for Kashmir Division, the government transferred Jal Shakti (PHE) City Water Works Division Srinagar, Part of PHE Mechanical Division Srinagar, Part of PHE City Sub-Division of RWS Ganderbal and Part of PHE Sub-Division Lalnagar of PHE Division Chadoora to Srinagar Municipal Corporation (SMC) for O&M of water supply schemes and allied infrastructure within the jurisdiction of Srinagar City, along with posts of permanent officers and officials, funds etc.
Likewise, 140 water supply schemes along with allied infrastructure are also transferred to JMC/SMC respectively for their operation and maintenance, besides transfer of 3222 Kms of distribution networks of various schemes falling within the jurisdiction of 19 Municipal Councils along with regular staff and Casual Workers/DRWs to the Urban Local Bodies (ULBs).
The Urban Local Bodies (ULBs) to which the function and functionaries are transferred shall be supplied Bulk Water Supply by the Jal Shakti Department at the rate fixed by SWRRA and Jal Shakti Department, the government order stated.
The order further said that the Jal Shakti Department shall open a separate Budget Head for transfer of Capex/Opex funds to the Urban Local Bodies (ULBS).
Besides the funds for engaging Casual Labourers/DRWs and other such employees will be transferred to the Corporations who will then engage them as necessary.
The order added that all revenues raised from Water Bills/Fees will accrue to the Municipal Corporations.
Meanwhile, the Government of Jammu and Kashmir has also authorized onetime allocation of 1.5 Kg of pulses per AAY family to be distributed through Public Distribution System on account of savings accrued from PMGKAY /ANBA schemes with the Food and Civil Supplies Department.
According to an order issued by the Food, Civil Supplies & Consumer Affairs Department, the Directors have been authorized to distribute a quantum of 266.57 MT of pulses among the AAY families which fall in non-winter dumping areas and hence are accessible currently. These savings have accrued on account of massive de-duplication, Aadhar seeding and Aadhar based distribution of ration, being carried out in the UT from the past half a year. All these efforts have resulted in savings of hundreds of tons of food grains in the past few months.
A total of 1.77 lakh AAY families are expected to be benefitted from this step. The department has asked its officials to ensure that the distribution concludes before 10th March, 2021. On the pattern of previous scheme, these pulses will be given free of cost to the AAY families.

Lucknow: Accusing the opposition of false propaganda against the new agri-marketing legislation, Prime Minister Narendra Modi Tuesday claimed that those who had made laws for bringing in foreign firms are now creating a scare among farmers over local companies.
While laying the foundation stone for a statue of warrior-king Suheldev in Uttar Pradesh’s Bahraich, Modi also said his government is trying to rectify the mistakes of the earlier regimes that had failed to honour deserving leaders.
Addressing the event through video conference, the prime minister defended the new farm laws, saying the reforms will benefit the small and marginal farmers.
Farmers themselves have begun exposing those involved in false propaganda about them, he said.
His remarks come amid weeks of protests at the borders of Delhi by farmers who say the new laws will throw them at the mercy of big private companies, which will set their own price for farm produce.
But the Modi government says the new laws only give farmers the option of selling their crops to private companies, and government agencies will continue to buy them as before.
The prime minister said farmers in Uttar Pradesh have been getting encouraging results after the enactment of the new laws.
“The entire country has seen that those who made laws for bringing in foreign companies in the farm sector are now scaring farmers in the name of local companies, he said, without elaborating.
The BJP has in the past claimed that other parties too had advocated similar farm reforms in the past, but failed to implement them.
Those who spoke lies and carried out false propaganda for politics are now being exposed, he said.
He unveiled beautification projects in Shravasti and Bahraich, honouring the 11th century king who is an icon of the state’s Rajbhar community.
Though Maharaja Suheldev’s bravery has not found place in history books, he has always been in the hearts of people through the folklore of Awadh, Terai and Purvanchal, he said. Modi hailed his image as a development-oriented and sensitive ruler.
In his 30-minute speech, the PM accused the previous governments of not honouring leaders like Netaji Subhas Chandra Bose, Sardar Vallabhbhai Patel and B R Ambedkar.
He said the history of India is not just what has been written by those with a slave mentality. It is also imbibed by common people through ‘lok gathas’, or folklore.
As the country enters the 75th year of its Independence, it is time to remember their contribution and take inspiration from them, he added.
It is unfortunate that those who committed their lives to saving Bharat and ‘Bharatiyata’ were not given the place they deserved, he said, adding that India today is rectifying the injustice done to those who created history.
He asked if Netaji Subhas Chandra Bose, who was the first prime minister of the Azad Hind government, or his Azad Hind Fauj’s contribution, were given their due recognition.
He recalled Sardar Patel’s contribution in incorporating the princely states into the Union, adding that what was done to his legacy is known to every child in the country.
On Ambedkar, Modi said his contribution was also only looked through the political prism. But now from India to England, all places connected with Ambedkar are being developed as panch teerth , or pilgrimage spots.
The projects launched in Bahraich include the construction of a 4.20-metre high statue of Suheldev, who is said to have killed Ghaznavid general Ghazi Saiyyad Salar Masud in a battle on the banks of the Chittora lake in Bahraich in 1033.
Also planned is the development of tourist amenities including a cafeteria, a guesthouse and a children’s park there.
Modi inaugurated a medical college in Bahraich named after the legendary rules.
Uttar Pradesh Governor Anandiben Patel and Chief Minister Yogi Adityanath attended the event.
After coming to power, the Modi government has taken several steps to honour Suheldev.
Before the 2019 Lok Sabha polls, the prime minister released a postage stamp in his memory and flagged off a train named after him.
Earlier, in February 2016, then BJP chief Amit Shah unveiled a statue of Suheldev and launched a book on him.
The Rajbhar community constitutes a significant percentage of the Purvanchal electorate, and is being wooed by political parties ahead of the assembly polls about a year away.

Srinagar: Terrorists triggered an improvised explosive device (IED) to target a security forces vehicle in Anantnag district of Jammu and Kashmir on Tuesday, but there was no loss of life, police said.
Terrorists targeted a Central Reserve Police Force (CRPF) bunker vehicle in Pazalpora area of Bijbehara in south Kashmir’s Anantnag district, a police officer said.
He said the blast damaged a few civilian vehicles, but there was no loss of life reported. The security forces fired a few shots in the air after the blast, the official said, adding that the area was cordoned off and a hunt has been launched to nab the attackers.

Jammu: The Jammu and Kashmir Police has accorded permission in 46 cases for seizure and attachment of various moveable and immovable assets used for terrorism in the union territory, an official said on Tuesday.
A total of 61 vehicles, five houses, six shops, besides land and cash were subsequently seized or attached under the Unlawful Activities (Prevention) Act and the properties included that of separatist leaders and their associates, the spokesperson said.
“The permission was granted in 46 cases to restrict the terror activities,” he said.
He said the Jammu and Kashmir Police, along with the other security forces and investigation agencies, was fighting the challenges of terrorism at various fronts.
“While the number of terrorists belonging to different terror outfits are neutralised in the sustained anti-terror operations, the handlers are using motor vehicles and the proceeds of terrorists for furthering their evil designs,” the official said.
Following the due procedures of the law, the spokesman said, the police have, in the last couple of years or so, accorded sanction for seizure or attachments of four-wheelers, motorcycles, cash, land, houses and shops through different orders to ensure that terror activities are checked.
“As many as 61 different types of vehicles, including a private car belonging to Dukhtaran-e-Millat leader Sofi Fahmeeda, cash of Rs 3.70 lakh, a cheque worth Rs 50,000 have been seized,” the spokesman said.
In addition, the spokesman said immovable property which has been seized included five houses one of which belonged to Dukhtaran chief Asiya Andrabi’s mother-in-law Mehmooda Begum, six shops and 1.6 Kanals of land.
“So far this year, police headquarters has accorded sanction for seizure of 11 vehicles which include six four-wheelers and five two-wheelers. The permission for seizure has been granted under section 25 of the Unlawful Activities (Prevention) Act,” he said.
Section 25 of the Unlawful Activities (Prevention) Act provides for more effective prevention of certain unlawful activities of individuals and associations, and for dealing with terrorist activities, and for matters connected therewith, he added.

In a statement, Bharat Bhushan said that the concept of District Development Councils was conceived and put into play by the Bharat Sarkar with a sole objective of empowering and encouraging ‘Local Self Government’.
Now that DDCs have almost been constituted in the UT of J&K, the administrative set-up needs to be sensitized with a view to taking on board respective District Development Councils, he said.
“Jumping right at the crux of matter-in-issue, I seek to refer to a letter No.- DDC/CPO/Meeting/2020-21/5799-5806 Dated February 13, 2020 issued by CPO Jammu whereby Chairman DDC Jammu has been informed and asked to participate in a meeting convened by Deputy Commissioner Jammu regarding PMGSY roads in the district of Jammu. The administration has not officially informed all the DDC members timely due to which they had boycotted today’s meeting,” DDC Chairman said.
“The letter as well as intent of the said letter looks to be ‘wayward’ and violative of the essence and edifice of the very institution of ‘District Development Councils.’ In case any proposal regarding new roads is to be discussed, all the newly-elected members of District Development Council need to be taken on board. And principally the matter should be discussed in a meeting of District Development Council, Jammu. And Deputy Commissioner along with other concerned officers should kindly be asked to remain present in the meeting,” he said.
Bharat Bhushan appealed to the Deputy Commissioner to tone-up the bureaucratic top-brass who has been accused of ‘ruling with too high a hand’ in the UT of J&K.

JAMMU: Sharda Peeth, situated in Pakistan-occupied Kashmir, is under illegal occupation of the neighbouring country and India will take it back, Jammu and Kashmir BJP president Ravinder Raina said here on Tuesday.
Raina was addressing a “Yuva Jodo Sankalp Abhiyan”, a youth connect programme, of the Bharatiya Janata Yuva Morcha (BJYM) at the party headquarters.
“Today is Sharda Ashtami, and we all have to take a pledge that Sharda Peeth will be freed from the illegal occupation of Pakistan,” he said, adding, “We will take it back and unfurl the Indian flag there.”
Raina also said that the party’s fight in the union territory was against the anti-national forces conspiring against the territorial integrity and sovereignty of the country. Sharda Peeth is an abandoned temple located in the village of Sharda along the Neelum river near the Line of Control and was a major centre of learning. It is regarded as one of the 18 highly revered temples throughout south Asia.
Raina lauded the young wing of the BJP for launching the 45-day-long campaign and expressed hope that thousands of youth would connect with the party in its course.
“You have to take this campaign to the nook and corner of Jammu and Kashmir and attract the youth towards the party, which is not after power but is a gathering of nationalists who are standing up against the anti-national forces conspiring to harm the sovereignty and territorial integrity of the country,” he said.
“I congratulate the youth of Kashmir for linking with the BJP and making the lotus (party’s symbol) blossom in the Valley as well after the party registered a spectacular success across Jammu region in the recently held District Development Council (DDC) elections,” Raina said.
He said the BJYM has a big responsibility to strengthen the party at the grassroots level and take a pledge to safeguard the country from its enemies.
Praising Prime Minister Narendra Modi, Raina said, “Today, the whole world is saluting India and the credit for that goes to Modi and the people of the country.”
Modi’s vision not only provided relief to the citizens of the country, but also gave a befitting response to Pakistan and China, besides the anti-national forces, he added.

New Delhi: The Indian Army on Tuesday released short videos and photographs showing thinning down of troops and dismantling of bunkers, camps and other facilities by the Chinese military in the areas around the Pangong lake in eastern Ladakh in line with the agreed disengagement process between the two sides.
The visuals also showed the Chinese People’s Liberation Army(PLA) using a bulldozer to flatten some structures, and vehicles with troops and equipment preparing to retreat to rear bases as part of the infantry disengagement.
The photos and videos largely depicted a fast-paced disengagement process in both the North and South banks of the Pangong lake that included withdrawal of troops, removal of machinery and dismantling of temporary structures like bunkers, posts and tents. Sources in the defence and security establishment said the disengagement process is gathering pace, and the entire exercise is expected to be concluded by the end of the week. In the last few days, both sides removed several bunkers, temporary posts and other structures in the areas while gradually thinning down their troops, they said.
The sources said field commanders of both the sides are meeting almost on a daily basis to take forward the disengagement process which was finalised following nine rounds of high-level military talks.
The visuals released by the Indian Army also showed the PLA troops marching back while some vehicles waited at the nearest road-heads to take them back to rear bases.
The sources said Army Chief Gen MM Naravane is keeping a close eye on the disengagement process.
After nine months of border standoff in eastern Ladakh, the two armies have reached an agreement on disengagement in the North and South banks of Pangong lake that mandates both sides to cease forward deployment of troops in a “phased, coordinated and verifiable” manner.
The disengagement began on Wednesday last.

He was appointed as Member of J&K Public Service Commission for his excellent reputation and dedication to service in 2015.
His contribution in the development and safeguarding of Panchwaktar Mahadev Temple, as a Receiver appointed by High Court of J&K, is well known and well appreciated. He also was appointed as Receiver by Court for the management and conduct of elections of Chamber of Commerce & Industry, Jammu, which were conducted in most transparent and fair manner, in shortest possible time, recently.
Gandhi Sewa Sadan, founded by Late Krishna Mehta, is one of the oldest and the most respected NGO of Jammu and Kashmir, that has made a positive impact on the lives of thousands of people and the community at large, over the years.
To further expedite functioning and activities of Sadan, during a meeting of the management committee, the name of former Judge, Suresh Kumar Sharma was unanimously approved for the post.

JAMMU: In a Public Interest Litigation (PIL) regarding difficulties of deaf and dumb population of Paralkote village in Poonch, a Division Bench of J&K High Court Jammu Wing comprising Chief Justice Pankaj Mithal and Justice Javed Iqbal Wani, directed Deputy AG K D S Kotwal to file fresh Action Taken Report (ATR) along with report of University of Jammu bringing on record suggestions or proposals of Government, intended to be taken so as to get rid of above impairment from the village. When PIL came-up for hearing, the Division Bench observed that on basis of some news-item published on November 29, 2018 in context to village Paralkot of District Poonch, that most of the population there is deaf and dumb, a suo-moto action was taken by the court. The study revealed that village consists of about 140 persons, having 23 families, out of which 16 are deaf and dumb. DB further observed that status report on record indicated that Government has sanctioned a pension of Rs 1,000 per month to each of them. Apart from it, there is a proposal to set-up Vocational Skill Development Courses as rehabilitation measures, for which a sum of Rs 3,25,000 has been sanctioned. However, we do not know if aforesaid sanctioned amount has actually been released and Vocational Skill Development Courses have been started, DB observed.
DB further observed that none of the report on record indicated as to what measures the Government proposes to take to cure the occurrence of this impairment in village, which is said to be of hereditary genetic nature. Deputy AG submitted that Institute of Human Genomics, University of Jammu is studying the matter but on account of COVID-19 pandemic, report could not be submitted. DB after hearing Deputy AG, directed to file fresh Action Taken Report along with report of University of Jammu bringing on record the suggestions or proposals of Government, intended to be taken to get rid of above impairment from the village.
